A City Intelligence & Decision Center continuously models the city’s infrastructure and operations, allowing planners to understand the effects of decisions before implementing them. Water, power, roads and telecommunications are designed to monitor their own condition. Coastal systems continuously monitor flooding and erosion. Digital government brings permits, licensing, utilities, identity and resident services into a unified civic platform. The result is more than a smart city. ElCelestia is planned across roughly 30,000 hectares in Nigeria. At full maturity, ElCelestia is projected to be home to over 1,000,000 residents and support over 500,000 jobs — comparable to a mid-sized capital city, with an economy on the scale of a small, high-income nation.
This is a concentrated capital of intelligence, not a sprawling metropolis. Every hectare is planned toward one outcome: a place dense enough with capability, research, and talent to actually move the needle on humanity’s hardest problems.
ElCelestia is not built in a single move. Each phase produces exactly what the next one needs.
- Phase 1 (Years 1–5) — Land acquisition and master planning. Core infrastructure: roads, power, water, telecom. Spigence’s headquarters begins its relocation. A global community network launches as an early recruitment and brand-building movement.
- Phase 2 (Years 5–10) — Spigence’s operations scale. The first Research Centre breaks ground. The Residential district is built out. The Leadership Academy opens its doors.
- Phase 3 (Years 10–15) — The University launches, fed by the Academy’s first graduates. The private airport opens, connecting the city to the world.
- Phase 4 (Years 15–20) — The Business District scales into a Silicon Valley-style ecosystem. The Marina & Wellness District — and the Global Wellness Center — open on the waterfront.
- Phase 5 (Years 20–25) — The Leadership Centre convenes its first summits, earned by two decades of visible work.
- Phase 6 (Years 25–30) — The Space Centre rises as the project’s capstone.
